Third Annual Homeless Assessment Report to Congress
The 2007 AHAR represents an important milestone in HUD’s efforts to collect information and report on homelessness based on HMIS data from a nationally representative sample of communities. This is the third report in a series of reports on homelessness in the United States and the first to be based on a full year of Homeless Management Information Systems (HMIS) data reported by communities across the country. This 2007 report will provide a baseline for measuring changes in homelessness from one year to the next.
Among all homeless persons, almost 6 in 10 persons (or 58 percent) were sleeping in an emergency shelter or transitional housing facility, and the rest were sleeping on the streets or in other places not meant for human habitation.
Veterans represent about 15 percent of the total sheltered adult population.
Victims of domestic violence constitute 13 percent of all sheltered persons.
